To download Internet Explorer 9, Go to the Below Link :

Internet explorer 9 is more usable than internet explorer 8. Actually, I have used ie 8 and it doesn’t really work that well as of 2019. Most of the websites will not even show properly in IE 8. So, in that case, you would need a upgrade.
